Thanks to your construction crew, you can build or improve buildings on your base. The construction crew is present from the start of the game.

Military construction crews serving Germany during the Third Reich were collectively known as the "Todt Organisation", which in the autumn of 1942 was organized into military units.
All construction activities of the Todt Organisation were conducted on the basis of contracts for the construction and delivery of military assets, consistent with the specifications of the inspector general.
