In 1940, the United States government began the rearmament program. As part of the rearmament, W. S. Knudsen, president of General Motors, joined the Advisory Committee on National Defense. He agreed with K. T. Keller, president of Chrysler, to lease the land for the construction of a new tank factory, which would also serve as an armory. As a result of these negotiations, medium tanks would be produced by five companies: Chrysler, American Locomotive Company, Baldwin Locomotive Works, Prest Steel, and Pullman-Standard.
